The SMS Message Center Number is a phone number that acts as a gateway for transferring SMS messages between cellular devices.
No phone call is made to send or receive SMS messages but this number is required for routing SMS messages through the network.
Likewise, the SMS E-Mail Center Number is a gateway for transferring SMS messages to the Internet (for email delivery) and vice versa. You do not need a personal Internet Service Provider (ISP) to send an SMS to an email address. As long as this feature is supported by your mobile service provider, the Internet access is included.

Where are these numbers stored?
Usually, you don't have to touch these numbers. If you suspect they are incorrect, contact your mobile service provider and ask them to send an Over The Air (OTA) message with the correct information in it.
What are the numbers?
Normally you shouldn't have to enter these numbers manually. But for your reference, here they are for the major GSM carriers in the United States:
SMS Center
This number is usually pre-set in your SIM card and should not have to be manually entered.
SMS Email Center
